So with a permit you can own, buy sell, eat.
Do you have to tag each bird even when dead?

that's what I thought too. There are other places to check on the internet for more specific questions with regard to the permit and tagging, etc. I'm not qualified to really answer your questions. I'm still a newbie, and am doing research for my avairy. You might consider calling the 'district' office nearest you. I was able to stop by the one near here. They gave me a permit application but told me to call when the legal person was in, when I started asking questions.
