Hatching

Recently there was an installation of repellent spikes on my window. My landlord picked up a couple of pigeon eggs. We're not sure how long it has been there but a pair of adult pigeons were hanging around the window. I'm a few levels up so leaving the eggs during a windy and rainy weather isn't the best option or leaving them downstairs as there are cats and snakes.
I'm not sure whether the eggs are alive now. If they are I do plan on doing a DIY incubator for them to hatch. They are currently under a heat lamp with warm towel. As attached below are one of the egg. As for the other, the shell has cracked slightly before my landlord picked it up.
Update: saw a vein moving/pumping. Is this an indication the egg is still alive?
