Would I be able to feed pigeons either one of these, along with some bird seed? I’ve tried researching, but there are no clear answers.

I feed my pigeons layer mix which has it's draw backs (on the cock birds more so) as mentioned by @Serin along with other mixture of grains such as corn, unsalted shelled peanuts, barley and the like. I do not have pigeon feed available in my area. So I do my best to create a feed that resembles what is pictured below. I would stay away from the Grower as a staple food. I have mixed it in my feed in small amounts when my breeders were feeding squabs.
Left over feed from my meat kings chickens.

Giving your birds "VARIETY" is the key to having a healthy flock.
This is what a good pigeon feed would look like:

That site does seem too good to be true but I've bought a variety of reptile products there with no issues. One day on a whim I decided to see if they carried pigeon feed and was pleasantly surprised

They do seem too good to be true but they are legit and I have used them for years. I was once able to combine two special offers and got $75 dollars off a $100 order!!!

I can't read the numbers in the pictures, but I imagine that the grower is something like 18 or 20% protein. It should be fine to feed them that as many people feed something like Purina flock raiser to their pigeons. If you will be cutting it with seeds then that will drop the protein percentage a bit, but it's no problem. It's really not that difficult to feed pigeons... especially if you don't plan on racing or showing. The layer feed would also be fine if you are using seeds with it as that will cut the calcium number down as well. I don't race anymore and pigeon specific mixes have gotten expensive, so I started using some pellets to cut down on the costs. Currently using Blue Seal finisher pellets (18 percent protein) along with a seed grain mix... heck, I have even used scratch with it in a pinch. I have also at times used the layer pellets along with the seed/grain mix, and they have done equally well on both. I say you are good to go either way.

Those foods are OK as PART of their diet... but should not be the only thing they eat or the birds will eventually get nutritional imbalances and illness.

The layer pellets are good to add to a feed mix when the birds are laying eggs, and the other feed is good when they are raising squabs or moulting feathers.

They should have mixed grains / seeds and dried peas, corn etc, as their main diet, with grit and minerals and clean water too. You could mix in these pellets with the seed mix.
