You mean a Pigeon Loft?

You may need a big loft if you want to make a flight pen. And pigeons reproduce very quickly. If your planning on raising 20, you may end up with 40 at the end of the year. Will you be racing the pigeons? If your racing them you don't need too much space because most of the time they're flying outside.

I think I'll just keep them as pets if my dad even lets me get them. And if I do and they get over populated I'll let some free and see what happens. :| Is that a mistake ?

That May be a mistake. Pigeons are like chickens, they'll come back to thier coop at night. So if you let some pigeons free, it better be a pretty type cause they're gunna wanna stay in your yard and reproduce in your yard. And well, your house will be full of Pigeons.
If I were you, I'd start out with 4 pairs and build on from there.
