Pinioned Wings

I just ran across a site that offers ducklings for sale that have Pinioned Wings (Permanently Rendered Flightless). Is this also a option for pheasants? I have 2 pens that are fenced 6' but are too big to net. Would they stay in if pinioned?
 
The problem with pionioning pheasants is that their wing shape is round and it doesn't limit them as much as is does waterfowl with their longer wings. Similar with whistling ducks, even pinioned they can clear most fences.
