I can't seem to get a pic up but it looks like both have piped through the shell and membrane but there still not doing anything except being bumped around by the other chicks.

Okay, I would pull them and check for activity if they've gone through both and haven't progressed at all. I had one do the same completely turned himself and them got his foot stuck in the hole and also had another who turned after pip and then suffocated itself. Just better safe than sorry if these are important eggs or of personal value to you.

Pulling them out constantly can cause them to shrink wrap, dry out, etc.
