I've got chicks n my house till r old enough to go outside. I clean the cages daily and play with them for a few minutes each. (All have names) One of my youngest Bantams has always been friendly and easily handled. I noticed her being lethargic this morning. I can roll her on her back!!! She half heartedly chirps. I'm go a loose her aren't I?
 
Make sure they are not overcrowded, and that she is warm, and not being trampled. Check her for pasty butt and clean it off. I would get some electrolytes for her (or make some homemade ones.) Then I would dip her beak into them, and offer her some chick crumbles with a little of the water mixed into them. SaveAChick vitamins/electrolytes are good and here is a recipe:
HOMEMADE ELECTROLYTE SOLUTION divide by 4 for quart or liter

1/2 teaspoon salt substitute
1 teaspoon baking soda
1 teaspoon table salt
1 tablespoon sugar
1 gallon water​

I went and got the probiotics and elctrolites for ALL this years chicks, some are coughing. Anyway I got "Runt" to drink some and it perked her up some. I kept doing that every so often, and she startted eating and standing for short times. Hope the others stop coughing. I keep everything cleaned out, and keeping them warm.
 
What kind of bedding are you using? If it has a strong odor to it, it may be affecting their respiratory system. Also, don't use any chemicals to clean the brooder with.
 
I would take them off the shavings. Too much dust could be irritating their respiratory system. Try them on paper towels for a few days and see if that helps.
