Please help any advice!! Hatching indian runner duck eggs

Eggs were left out of incubator for about 3 hours and were cold to the touch. They are on day 19 of incubation, I handled the eggs and they still have veins but no sign of movement. They are back in the incubator of course but I'm wondering will they have died from being our for so long? The room temperature was around 21 degrees Celsius.
 
I think it is possible that they could survive, but time will tell, I’m sorry no one more experienced has replied

I just candled them again and one was moving around a bit and the other one only very slightly. At least I know they are still alive 😃 do you think this would cause any complications when it comes to hatching?
