As stated in the title, this poor adorable creature is suffering and I have no idea what to do or if anything can be done. It may also be the cutest chick I’ve ever hatched or seen

I would get this baby on some vitamin therapy asap. 400IU Vitamin E and 1/4 tablet B-Complex.
If you don't have that, then Poultry Nutri-Drench, 2-3 drops twice a day.
Give her 1 drop of fluid at a time.

The symptoms you see are likely neurological like Wry Neck, but I would take a look inside her beak just to make sure there's not a hair or obstruction as well.
