Please help!

Hey everyone,

I bought two chickens at 16 weeks old they are now about 20 weeks. One chicken is laying and the other one is not. Can anyone tell me why?

Are they the same breed? I have 2 different breeds and have been told they will start laying at different ages (20-24 weeks) they are 18 weeks now so I'm not 100 % on my answer but there are a lot of helpful people on here who will know more than me.
