Plucked feathers

Hi all,

I have a small back yard flock of five chickens. I recently lost my sixth chicken (Myrtle) to a raccoon. Sniff sniff
This past winter one of my chickens (Matilda ) began plucking the feathers off around the butt of the others. One had quite an injury from pecking but luckily, me bathing her and using a medicated spray for around 2 weeks she was able to heal.
My question is...Should their feathers have fully grown in by now?
I see where feathers are growing in ( I think) but then I wonder if they are getting yanked out too? I was hoping their coats would be full again before this winter...
I have had the chickens for around 14 months now.
 
Hopefully the raccoon problem is taken care of by now, so they can't get any more birds.
And the picking problem has stopped too, that could have several causes, usually diet and/or crowding.

They should have a molt here pretty soon, if you are in the northern hemisphere, and all the feathers should grow anew.
