First of all, how old is it? That makes a huge difference. Also, a body shot, not a frontal head shot would be more helpful. Is it a Production Red or Red sexlink or a New Hampshire? If a sexlink, it's female. If a Production Red or hatchery RIR, probably a male, but as I said, not enough information or a good enough picture. New Hampshire pullets sometimes have larger combs, in my experience. My gut feeling is that you have a cockerel, yes.
