Plz important emergency about painted quail

I am about to buy chinese painted quails and I want to now how old they are is there any way I can check....he said he had them for a month and they didn't lay yet....also he doesn't know what age they are?

They look fully grown from 2 months old on, so there is no way to tell the age of the bird. They should lay eggs by 8-12 weeks of age if they are hens. Many colors are hard to sex so it takes someone experienced to actually be able to tell which are male and which are female.
