Polish rooster with bald spot

I have a 9 month old polish rooster, very handsome, very healthy. The problem is when he first grew his top feathers everything was fine but for some reason now he has nice long ones in the front and bald in the back like fryer tuck. You can see them starting to grow but don't get very far and then they bleed and it builds up above his eye and base of other feathers so then I have to soak his head to get it off. Do you think the hens are keeping it from growing? I tried to cover it but it didn't work very well. I put medicine on it
,pine tar, vasaline...

What can I do
 
He's probably getting plucked and pecked which often happens with polish in a mixed flock. There are things you can try, but not sure it will help long term. I've seen them with open wounds pecked into the skull so definitely take it seriously.

Wound sprays can help hide the skin. Trimming the crest down can help him to see better, and I've seen crests tied up. It all depends how many other birds are pecking him. You may need to remove him for his own safety.
