Pooey bum

My oldest chook Issy has had a pooey bum for almost a fortnight. I haven't seen her eat for a few days and she's the bossiest so she always eats first. She has also been very quiet. I washed her to day with a mild soap and noticed under the pooey feathers was red raw skin. She's all dry now, however she is sort of leaking clear liquid from her bum and the feathers are matting again.
How can I avoid this? Also is her skin okay if it's red raw, or is it sort of like 'nappy rash' that kids get?
