possible injury or definitely CRD

This rooster was with other roosters in a grow out area....they just started fighting and now I see this.
Is this definitely CRD? Or possible injury? It looks like the under eye inards are pushed up/out, no swelling, no smell, no nasal discharge no bad breathing. Also tried to see if anything would pop out of the "ducts" but nothing came out so no pus either?
I'm debating on culling or not, this group is seperate from my flock. Know of any mail in test places? So far all I have found is zoologix, but they are a little pricey for me, and will be about a week until I can afford $113 plus fast shipping for the respitory panel.
He is seperated right now from the other roosters.

So in the eye there is a little space between where is eye lid is and his eyeball starts. He has always been like that and its even on both sides, his 2 other brothers are the same. But here is the best picture I could get, I used flash and the lump looks white but it's a pale pink all around. He did not have any bubbles until I tried to pull his lower lid down a bit to look inside to see if there was anything in the lower lid, but it's just this puffy pink that is protruding up and out.

Testing through your state vet, local NPIP, or a lab such as Zoologix which send you swabs to collect from the back of the throat, is about the only way to know if it is MG. If you lose a bird, the state vet can also perform testing with a necropsy. Maybe this is a birth deformity, but when the conjunctiva around the eyes is prominent, that can be MG.

Unfortunately in arizona state necropsy is $300, that would have been my best option if I had the money, and I coukd have seen if anything else was going on inside of him.
We are contacting the state for live testing this morning before I send out to Zoologix. Just did throat swabs a couple minutes ago. Fingers crossed it all comes back negative or I will have to cull everything and start again in the spring.
