Those bulbs are not very effective producers of heat. The old stile bulbs work better as a heat source. Also the closer the flat spot on the back of the thermostat is to the heat source the less temperature fluctuation you will have.

I made one out of an old wooden box. Hinged a metal and glass cabinet door on top. Have two 15 watt bulbs and two 7.5 watt bulbs and a humidity tin with a 25 watt bulb under it. Works pretty good I've gotten 7 chicks out so far this summer and looking like 12 more on the way this weekend.

Thanks I just tried thoes bulbs cus I had them. It jumped up to 105 in 20 minutes with them. I've got 2 40w bulbs in it now. 104 in 9 minutes. Thanks for all the good info on your bator pages...
