Poultry lice

Either permethrin dust or spray.

Treat, then treat again in 10 days for emerging nymphs as the med doesn't kill the eggs.

Many on BYC like Gordon's spray as it avoids having to dust each and every bird (with all the dust you inhale as well).

Good luck with getting rid of the critters. Fortunately, lice live on the birds, and are easier to get rid of with consistent treatment.

Still, clean your coops to get rid of all feathers which harbor the lice eggs and small nymphs as well.
