I understand about frozen water. Here we can get really cold, so I wanted electricity in the coop. The kids dug a trench 2' deep and we buried both a hose and an electric line. However, when I wanted electricity in another area of our 5 acres, we just made our own very long extension cable. We bought some electric wire and made a plug at one end and an outdoor receptacle at the other. This was going to be temporary, but I'm guessing we are close to 20 years now. I just laid the wire on the ground, then took an icechopper and made a little insertion into the soil, then came back and pushed the wire into it. So, it was buried only 1-2". It is not up to any code, but it has worked just fine.
