Preventing frostbite

Hi all! I have a poor little Faverolles that has had her beard picked off by her sister. We're working on the picking issue, but this poor girl has a bare throat. The temps are supposed to dip below zero and I'm wondering what I can put on the bare area to prevent frostbite. When she drinks, her neck gets wet. Would vaseline be ok to put on it, over the blue kote?

Don't put Vaseline on it, that might make it worse.
Maybe remove the water as the sun goes down so she doesn't drink.
