Problem with fertility of Silkie eggs.

My son has a small flock of Silkies. Fertility has been very low and he has had no luck with anything hatching from an incubator or by the hens. We have been checking eggs for signs of development by starting them in the incubator, we have switched fertile eggs to hens, and tried just hatching in the incubator, but fertility is very low. So far nothing has hatched. We have even removed feathers from the vent area to make breeding possibly easier with no real improvement. Does anyone else have this problem or have any suggestions?
 
What is your hen to roo ratio? I am currently trying to get my silkie flock up and running. I have gotten eggs from 3 different farmers. One had a fertility rate of less than 15% (he had a low roo to hen ratio). The other two had a 100% and 70% fertility and both of those had a ratio of 1:4 and 1:3.
 
We only have one roo and three hens. Not very many. We just hatched ONE chick yesterday.
 
Well the ratio is fine. Maybe they just dont have "it" down yet! Lol! How old are they? Congrats on your one!
 
The roo is a little young. Just over a year. The hens are 1, 2, and 3. I guess maybe it's just a Silkie thing.
