Pullet being bullied

I have 4 rustic rocks. They were raised together but recently, 3 of them have started to bully the youngest. They peck at her comb every time she’s near them. They prevent her from eating and drinking. I don’t know what to do. The coop is big enough and she has places to hide. I’ve researched pinless peepers but they seem too cruel. What should I do?
 
Can you take the worst two of the bullies out and pen them up somewhere else so she's just with one of them? Just one bully might change her tune and the two of them could become pals.

Then after a few days if that's going well, introduce another bully to them, as by now they've forgotten they picked on that one, most likely, plus, they are "odd man out" with the other two being buds.

Once that goes over well, give it a few more days and put the remaining bully with them.

Will the run suffice? One of the bully hens bullies the other bully too. I have another coop that houses my 4 other chickens and they hate my rustic rocks. Other than that I don’t have anywhere else to put them.

But then the others are stuck in the coop for several days or weeks? Is the run secure if one or more are locked out there?

How about a large wire dog kennel to put the worst one in at least and see if the rest of them get along better.
