Pullet covered with poop?

It looks like my White leghorn likes to get covered with it, meanwhile my barred rock and Rhode Island are really clean, what I can do to keep her clean?
 
Is she rolling in it or are the other chicks being mean and pushing her in it?

They are all the same age, it looks like she likes to sit and relax, meanwhile the others don't like to and they poop on her
