Pullet maturing faster or Roo?

I bought four sexed chicks at the feed store 13 weeks ago. They are all the same age (13-14 weeks). Two of the chickens are production RIRs. Is the first chicken a rooster or is she just getting larger redder waddles and comb earlier than her sister? Thanks!
