Pullet or cockerel?

I have 4, 3-wk old chicks and one has much longer tail feathers and comb than the others. The first, lighter grey bird is the one in question and her same breed and age is the second, darker one. Can anyone tell if this is a pullet or not? Thanks!

So far it looks like a pullet, but it is early to tell. If it is a cockerel it's comb will become big and red in the next couple of weeks.
