Quail brooding?

I've given my quail a basket with straw to possibly lay eggs in. Suddenly 2 have popped up in the basket, and I caught a female laying with them the other night.
Is it possible they've chosen to jump in the basket and lay to hatch themselves?

Maybe so. I have my hens all laying in a pan of hay I have them, and one makes a nest and spends time on them. Not truly broody, but the girls definitely like the hay for laying.
