they might use ramp/steps but generally I
would say 1 level

Mine use ramps if they are against a wall, not suspended in the middle of the coop. They walk up the ramp staying close to the wall. They also need more traction than chickens, its has to be nonslip.
I only have hay and shredded paper on the top level. They go up there to burrow around and hang out.

You can use sand and paint. Try to find a coarse type of sand, not too powdery. Paint the ramp, sprinkle sand on it, let dry. You can put another coat of paint on it to keep them from pecking off the sand. We do this on the contact equipment in dog agility and it works great and lasts.
