Quail Eggs not furtil

What can I do to help my quail eggs to be viable. Have only one Hen and 4 males. She lays eggs one every 3 days or so and so far none are viable. Any Ideas.

First off, you can't keep one female with 4 males. This will kill her. Second, how do you know the eggs are not fertile?
