No that is not sufficient enough for them and they will become deficient in nutrients and vitamins with just bird seed. They need quail chick starter feed if they’re chicks. If not you can feed layer crumble if they’re females plus 8+ weeks old and add extra niacin every so often. You can find both feeds at at Tractor Supply or on amazon.
They will die if you feed them wild bird seed. They need a higher protein food, 24-28%. You might look for turkey starter.
You can get lower protein food (around 18%) once they're adults (around 8 weeks), but still not wild bird seed. When they're adults the hens will also need extra calcium, which you can provide on the side in the form of oyster shell or egg shell that has been crushed into quail sized pieces.
