i give my coturnix good quality hay all the time ...they LOVE it!

idk about that. timothy hay goes to our horses, grass hay to the pony, nest boxes, and my quail when im feeling kind enough ill throw a pile like your picture in. they do love to fluff up/dust bath kinda. as well as hide and warm up in it on cool days.
