I have the new Tibetan and Texas A&M Coturnix and since they mature so fast I wanted to "experiment" to see a couple things.

I want pure white Texas A&M that are VERY large and I want tibetans that are BIG lol

Do I do this by breeding the biggest male to the biggest hen or do you breed the biggest male to the hen that lays the largest eggs?

I know there is alot that goes into breeding for certain traits but do you have any tips to get me in the right direction?

Depends on if you want big birds who also lay big eggs. If you are wanting big birds and don't care about egg size, then just breed your biggest males to your biggest females. If you want big birds who lay big eggs, breed your biggest males to your biggest females who also lay big eggs.
