I'm going to recommend plain old garden dirt or construction sand every time. Construction sand is dirt cheap (pardon the pun) at your local hardware store. A lot of hardware stores these days will even deliver for a small fee.

Actually, it's not. It often has colors and additives. It is also designed to clump. which can be bad if it happens in your bird's crop.
