Quail wanting to be bred?

So I know this sounds weird, but I think I have a hen that wants to breed. She's been without a male since maturity basically, and now when I touch near her tail, she stands stock still and tenses enough to raise her tail up so it's actually higher than her back. None of my other hens do this. She's healthy looking and is laying eggs almost every day
 
I do have a male I'm waiting to add. Her group mates have bald patches still and I don't want to risk him accidentally bleeding them in his hurry to finally breed. I just found it funny since I've never seen this before with any of my other hens
 
My hens like their backs scratched sometimes, they lay down and make noises. My guess is, that's it is a reflex. They did the same thing when my rooster was still alive. He became very jealous. :D
