Quail watering cups

Hi I started raising Jumbo Brown Coturnix Quail last year. They are really messy drinkers and flip water out of the waterers. To fix this I want to install a watering system using poultry cups I bought at the local feed store. How many cups should I put per bird in the cage? Please let me know! Thanks!

I used 2 waterer cups per dozen birds in each cage.
May have to keep the cups filled until they figure out water is in there.

Seem to me training quail to use cups & nipples was easier than chickens. I've had to smear beanut butter on them for chickens to start figuring out its a place to peck and eventually realize water is there.
