Quail with paralyzed wings

Hi guys, today I find this quail with its wings stretched out and can’t walk. She was fins yesterday tho. can anyone tell me what illness she is having?

What cage was it in before you put it in this box?
How many other birds was it with in the cage?

the quail is 7 months old.
I feed it 25% protein crumble.
I keep it in a in-ground cage. (The soil get cleaned and disinfected every 2 weeks).
13 other quails were with it.

I used potassium permagnate to clean the cage and surrounding. There are only 1 male in the cage. We give Calsium with crushed sea shells and chicken egg shells.
