I think that California quails are ilegal to keep because they're of the state bird I do not know this so don't take my word for it.

Legality of them depends on your location. Here in California, you can keep them if you have the proper permits.

yeah but California quails in New Zealand are invasive and not supposed to be there but yes they are there thank you for replying!
