Queen Anne's Lace or Poison Hemlock?

This plant showed up last year and I'm having a hard time identifying it. It didn't flower last year and I don't remember what the stem looked like, only that it was nearly impossible to pull up and difficult to cut (fairly woody stem). The established roots are thick and white, but the new shoots are reddish. I'm just now starting to try and ID it, wishing I wouldn't have waited because it's spreading like mad. We live in Western North Carolina (where everything spreads like mad, it seems).

If its QAL I'd like to let it stay, but if it's poisonous it's getting dug up asap!
