Can for the California state poultry show can I bring my buff Orpington with a hat and a halter and other accessories? Or is it more formal? What do you do when your there and what do I have to do to prep for it?

Is your bird show quality? If not, you might want to rethink the show. You bring it in a dog crate, it doesn't leave the crate. sometimes it's required to have a clean bill of health from a vet.

They live in a dog crate right now. I’m not sure if they are show quality they are just ordinary buff Orpington. I’ll put some photos below could someone tell me if they are show quantity? Can you take them out for to graze or get some exercise?

They are not. You can enter if you want but they won’t do well. And you can bring the halter for fun but the bird will stay in the cage for judging.
Also, it is way more formal than a hat.

Some poultry shows have a fun show or pet show where you might see costumes. Otherwise, birds will be bathed and groomed but not "dressed up". As Amer said, you COULD take your bird in a costume, but go into it with the expectation your bird wouldn't place. Without meaning to be harsh, exhibitors in a "regular" show are taking it seriously. They want to have their birds evaluated to the standard and hear from the judge.
