Question about shipping baby chicks

Can you ship chicks at six weeks? If so how do you get them food and water?

I read about people shipping chickens of ALL ages. I received some 3-week old chicks that were shipped. In the box, they were surrounded with nesting materials (straw/shavings), and there was a half apple. I guess the apple would provide both food and moisture. There was also a heat pack with them. They were shipped express mail - so I got them the day after they were shipped.
