Question on height of nesting box

I have heard 18-20" off the ground but is this off the ground ground or is the measurement off the floor of the hen house?

My whole coop 3' off the ground and am building a nesting box now. Thanks for your all's help.

Mine are 3 feet off the floor to stop snakes. I did put a perch out in front so the birds have something to fly up to so they can get in better.
