Questions about Laws and Raising of Pheasants?

We are considering starting a breeding program for Ring neck Pheasants in Eastern Iowa and have been trying to find information about Iowa laws regarding raising pheasants and can't find much information. Do you have to have a permit to own and breed ringneck pheasants in Iowa? What size of Flight pen would you suggest for 500 pheasants and any other information you might have.

Like is there a website usually or do I have to go somewhere and ask someone? Just no clue where to go

flight pen size will also have alot to do with how good the cover is in the pen,the better the cover the more birds,yes you can have them in a pen without cover my pens are 50'x150',8' tall on sides and 14' in the middle,I rotate them inbetween the ducks so pen is in bad shape and 500 is about my max.
