Questions about Silkies

Do u see the matted feathers? My silkies wings look like this! Is anything wrong?

A cleared picture might help, though dark birds are hard to photograph. Looks like maybe new feathers coming in which are enclosed in a sheath as they grow.

Silkies have more 'normal' feathers in their tails and wings, though they look kind of shredded. Here's our girl for comparison:
