Can a rabbit be pregnant and not be making a nest? Need an answer ASAP

Yes.

Especially if she's never kindled before. Sometimes they just don't figure it out in time, sometimes a doe is just simply like that.

A rabbit can also experience a false pregnancy, or otherwise respond to a hormonal urge by pulling fur as if for a litter, while not being pregnant.

And some rabbits make a lovely nest RIGHT before they give birth, while some (especially first time moms) make a less than ideal nest or no nest at all.
