The only thing I can think of is scaly leg mite.
You could try and spray with avian insect liquidator (lice spray). It usually works with my chickens (takes a few weeks to heal)

Hi, I have the AIL but haven't used it. I'm treating feather/depluming mites. the instructions say 4-5 sprays. is that all it takes? where should I choose to spray the 5 sprays? is this stuff safe to touch my skin/breath in?
