Wow this is dangerous territory here....
1st--- You need to use smaller wire! I had troubles a year or so ago and had to wrap the quail pens in hardware cloth.
Try the large owl decoys, you can string heavy monofilament line or the hot wire wire over and around your pens to prevent the raptors clear navigation around them. Cover the tops with tarps or roofing. A good dog is often helpful. Then there's that whole bit about hanging cd's from strings all around your pens...
Have you looked at the strings in "Predators" area? They may have some useful info...
I recommend you call your local fish and wildlife (dnr) office and complain--- They may be able to help you in a number of ways. Before you do anything rash or harmful to the predator i highly suggest researching your local game laws as harming the raptor is likely a fellony. You can also complain(loudly or it usually wont work) to your county's animal control office.
