Rescued Pheasant Help

I took this Blue eared pheasant hen in today from an owner who lived alone and was sick so birds etc got left behind.
Its able to walk around and eat etc no other problems except for the legs.
Is this a bad case of scaly leg or what.
I want to help it as best as i can any help appreciated

Cover her legs with vaseline,cake it on nice and thick and suffercate them.

Vaseline alone or should they be wrapped with something.
