RIR hard to tell gender?

So I bought 4 chicks last year--1 of each RIR, BO, Americana, and BR. My RIR ended up being a roo--which we are not allowed to have in our neighborhood. This year, I got 8 chicks--2 of each of those kinds of chicks. All supposed to be pullets (I know there is a margin of error) but it seems I might have 6 pullets and 2 RIR roos again?? They are 10 weeks old. Not crowing, but acting more rooster-ish and seem to be getting rooster like tail feathers and neck feathers. Are RIR's harder to sex than these other breeds? Just find it interesting that I'd get all RIR roos--assuming the 2 I have are. I had really wanted some RIR hens!
 
I've been told and I've read that RIR pullets have stripes and roos are bereft of dark brown/ black markings. If you want me to pull up the government study (done in the 30s) I can look it up.

I figure it's just the luck of the draw.

Depending on where you get your birds, I've heard that some hatcheries toss in roos to get rid of them.

I don't know if that's true but my first black sex-links that I bought were roos that were in the pullet bin. I was too stupid at the time to know the difference. Now I'm a tad wiser and have honest-to-god pullets now.

The roos will probably become a meal unless I really get attached to them.
