RIR roo? No crowing??

I have 3 RIR's and I've been pretty sure for a while that one of them was a roo.... it has a bigger/redder comb and wattles, and a different tail with lots of black feathers that have been starting to show that green tint in the sun. All signs point to roo.... except that I just recently got a baby brown leghorn chick who turned out to be a roo, and it has a HUGE comb and is already crowing-at 3 weeks of age. My RIR is about 3 months and has still never crowed... is that normal??? I have lots of pics, so let me know... is this RIR a roo??

Here's a good one of the tail... it's hard to see the green tint in the feathers though... darn phone camera.

They all mature differently. I have a Blue Ameraucana that's 9 months old and just barely started crowing... and now he rarely shuts up... I've counted three crows just while typing this.
 
Looks like a pullet to me. Awfully small comb/wattles for a roo, though the legs are a little thick. Hatcheries confuse us so with these production reds.

Is there another roo who is the dominant roo? That could explain not crowing, if I am wrong, which I certainly could be.

You should be able to see sickle feathers by 3 months, too.
