RN pheasant Fertile egg?

I been having no luck with pheasant eggs developing. I just checked on that's been in the incubator for 14 days. I cracked it open and yoke is all in tack. I did see the white bullseye. I have the incubator at 99.5f with 50% humity. I have the eggs with chukar and qauil and those are progressing. Does anyone have any idea why there not developing? Last season I ran the same temp and humity with no problems.
