Roo breeding

Last Thanksgiving my RIR roo was attacked by my German shepherd. The roo lost all his tailfeathers but no other apparent injuries. The tailfeathers still have not grown back. I haven't seen him riding any of the hens.
Question: Does a roo need his tailfeathers to breed?
 
No, but he may have lost face. I mean, how can you mount a hen without tail feathers?
He's probably the laughing stock of the henyard.
